Mr. Brown has nearly 40 years’ experience in project development, project finance, and the planning and management of public utilities and environmental facilities. His clients include: the states of California and Colorado, the Metropolitan Water District of Southern California, the Santa Clara Valley Water District, the Orange County Sanitation District, the Orange County Water District, and the cities of Los Angeles, San Diego, San Francisco, San Jose and Seattle. From 1975 to 2013, Mr. Brown held various positions at CDM Smith, a global engineering and construction company, most recently as Executive Vice President and a 12-year member of the firm’s Board of Directors.

Gary M. Carlton

Gary has more than 40 years of professional technical and management experience in the field of environmental engineering, including expertise in surface water and groundwater hydrologic studies; assessments of secondary- and tertiary-treated wastewater discharges to determine chemical, biological and bacteriological impacts on beneficial uses of surface and groundwater; and planning, design, construction, and operation of innovative, individual on-site wastewater treatment and disposal systems. His experience also includes producing environmental impact reports and feasibility studies for major wastewater management and land development projects. He has served as an expert witness to legal teams involving toxic tort and insurance recovery litigation.

Robert T. Hagler

Robert Hagler has a wide range of civil engineering design, construction management, and project management experience, including environmental remediation, structural, hydraulic, hydrologic, and general civil projects. His industrial services experience includes track design and yard design for Class I Railroads and other private clients. His field experience includes surveying, construction management, and emergency response.

Laura J. Kennedy

Laura Kennedy is an environmental scientist with experience managing risk assessment, risk management, environmental investigation, remediation and regulatory permitting and compliance projects. She has specialized experience in human health and ecological risk assessments and risk management. She has successfully negotiated the approach for risk assessments with state and federal regulatory agencies and conducted a number of risk assessments that were the basis for establishing risk-based cleanup criteria at levels protective for both human and ecological receptors. She has also identified mitigation strategies to minimize or eliminate potential risks and has participated in public forums to communicate the risks.

Keith A. London

Mr. London has extensive experience in water, wastewater, and reclamation projects involving planning, analysis and design, preparation of plans and specifications, permit coordination, technical review, and construction review and management. Projects he has designed and/or managed include water and wastewater facilities, pumping stations, storage reservoirs, and distribution systems throughout Southern California. He has led Kennedy/Jenks as the President and CEO for nearly ten years.

Raymond F. Messer

Ray is President and Chairman of the Board of Walter P. Moore, a structural and civil engineering consulting firm headquartered in Houston, Texas. Walter P. Moore employs approximately 300 professionals located in 9 offices across the United States. Mr. Messer is a registered Professional Engineer in seven states. He has over 35 years of experience in engineering design, project management and construction with a special interest in the interface between design and construction. He is a member of and active in a number of professional societies, including ACEC, ASCE, NSPE, Council of American Structural Engineers, and Texas Council of Engineering Companies.

As Vice President and National Transportation Director Sean is responsible for growing not only the Boston office, but also the firm’s national transportation practice. Sean has over 20 years of consulting experience, particularly in the transit, port, and airport sectors. He has lead environmental, program, and construction management projects across the country. Just prior to joining Kennedy/Jenks Consultants, Sean served as Principal-in-Charge for the construction management of Phase 1 of the $1.2 billion Port of Long Beach’s Middle Harbor Development Program.

Heather Stephens leads Kennedy/Jenks’ Wastewater Community of Practice and is a Senior Project Manager in the Portland office. Her 20-year career has focused on the planning, predesign, and design of wastewater conveyance and treatment systems serving public utilities in the Pacific Northwest. She has completed dozens of projects involving wastewater facilities planning, predesign, and design, wastewater treatment process engineering, wastewater system master planning and predesign, pipeline design, and asset management. In addition to her technical skills, Heather is highly regarded for her ability to work with project teams, communicate challenging issues effectively, and successfully integrate efforts on large, complex projects.

Mr. Tormanen serves as a Vice President for Kennedy/Jenks Consultants and is located in Portland, OR. He has extensive planning, design, and construction management experience with municipal and industrial water, wastewater, and stormwater engineering projects. Mr. Tormanen’s role has included principal oversight, project management, project engineering, resident engineering, and quality control review. Travis has managed several projects with constructed values of over $15 million. His responsibilities have included design of six new water treatment facilities, five water storage reservoirs, four water pump stations, and twelve wastewater treatment plants. The wastewater projects included many individual process components and complete new or upgraded facilities. In addition to Travis’ project management and design experience, he has also managed and worked on fifteen water and wastewater planning projects.
